Rafts don't move in creative because this mode is considered a sandbox. It allows players to get a feel for the game or just play around. Give it up dude they aren't going to make creative mode rafts move.
Besides what's the point of your raft moving when there are no islands in Creative Mode?
Look up a video by a youtuber called Blitz, the video title is Building the Epic Island Base! - Raft Gameplay.
He is in creative and builds his raft entirely around an island. So yes, at one time creative did allow the raft to move and you did find islands. I can only assume that was changed later as there is no real need to gather in creative.
I do know raft used to move and islands used to exist in creative but those features and more were removed soon after Raft was released into early access (mostly in version 1.01 and 1.01b). You could even get achievements until they were disabled in creative mode in version 1.01.
I don't play creative so I wouldn't miss it, but I can also see how someone who does play creative would still like to get the feel of traveling the ocean and finding islands and wrecks. It is the best part of the game for me after all.

Well there is peaceful mode available now so they can pick up best of both worlds. No threats so people are free to build without being harassed though they still need to gather the materials and they can explore all the features of the game. They will hit the same performance problems that led to the removal of aforementioned features from the creative mode if they try to build the mega rafts from creative mode in any survival mode though.
Game probably would become a slideshow, crash instantly or in worst case fry the GPU if collisions and all the survival features were enabled in creative with one of those mega rafts floating around so I don't think restoring them is a very good idea in the first place. The engine simply can't handle having both in it's current state.
well I found it out when I made a new world... but do you think my old creaitive worlds still work?
Probably. I don't recall any of the patches requiring restart. Mind you may encounter some weird behavior due to conflicting data. For example if you have parked your raft next to an island in your old creative save, the island will probably still exist if you load now but no other islands will spawn if you move away and once the island despawns it's gone forever. If you have creative save from before the invisible anchor was introduced, your will still be able to move as I'm pretty sure that is only applied into new raft upon world creation. etc.
