The islands are random generatored and the 'map' is a ball that loops.
But it appears more small island spawn with the wind. (and normal medium)
but against the wind, you get the large bear\honey islands.
Random is random, but that how it works for me
But again, its random, but there appears to be some weighting to the random based on the current\wind.
The islands with bears and bees are called 'evergreen islands' and it is said they lay 'in the Balboa biome' (meaning *against the stream/wind* -> normally reachable only using the engine(s))
While one forums-user claimed to have also come across evergreen islands by just drifting *with* the wind/stream, those are normally the big islands you find against the stream (like Balboa).

I think they should pop up from time to time and those other rare island as well as the airplane and captains island.
I played more than 1000 hour and i have never hit captains island and the airplane i have only hit one time.
The devs need to change the mechanics where we are able to hit those small rare island and bear island from time to time if we sail with the wind.
It is said, that the rare islands only spawn, when you just 'drift' with the stream (no use of sail/engine).
My encouters with these islands *were* while my raft was just drifting....
But i drifted for a looong time while building up the raft (checking the front from time to time as not to bump into an island/derelict raft) and went for the rare farm animals on the standard big islands (got 2 of each of them (but no striped Llama yet)).

Something is definitely wrong here and that i can safely say after 1099 gaming hour.
I've recently come back to the game in preparation for Chapter 2 and since I hadn't completed chapter 1 on my marathon game (almost 500 days now) I figured I'd catch that one up. My daughter and I had started a new game to experience chapter 1 from the get go when it came out. But anyways, I just revisited Balboa a few times to get more bees and at 3 beehives, seems to be enough for me. I have a few hundred honeycomb now so should be ready. hehe
Yes the only way to get honey and bear leather or armour is to travel to just Balboa several time if we need and that we all know and that is just so wrong mechanics who make non sense.
Yes Balboa is special with much bear and much honey + a lot of wood but let it be like this and with that it up to us if we feel we wanna take that trip again and not the game mechanics.
When i place out my radar from the very first time and drift with the wind i hit bear island almost all the time but after Balboa no more bear island and after the radar was placed out no more rare small island.
A lot of people complain about this mechanics and a lot of them doesn`t know what is going on and why we doesn`t hit any more bear island after Balboa and why do we not hit any of those rare small island as captain`s island and airplane after we have place out the radar and like this it wanna be forever to that stage the devs change the mechanics.
Again the developers need to fix this bad mechanics do you not agree ?
you have to actually set the radar for balboa 1st. i believe it gives you a much higher probability.
then head toward balboa and AS SOON as a new green dot pops up...it "should" be a "bear island".
its worked like 3 times in a row for me.
as for the tug and the plane.
i found 10ish of each in 650ish game days.

I found the problem, try to use the number 2846 but don’t go to Balboa Island, go to other islands shown on the radar, if there are no other islands on your radar, try to go around, i already find one
