I think you just need 1 engine per 100 foundations and any more then that does nothing from what I can see
Is the engine stuttering or actually moving but slower with 97?
Engine doesn't stutter. It's just a little bit (not massively so) faster with 2 engines than 1. I was only able to confirm the difference by swimming behind the raft.
I did some more testing today. I cut out over 30 foundations from my raft (putting my total number of foundations into the 60s), and I still needed two engines to hit maximum speed. It may be that it's simply not possible to hit maximum speed with less than two engines, even if you would otherwise fulfill the requirements.
Remember one engine is good for 100 foundation blocks
