Raft stuck in the middle of the sea

not moving at all unless using paddle, anchor lifted sail lifted

Here's few things you could try:

My raft isn't moving!

If your raft was previously moving, and just stopped moving as you loaded in, you can simply fix this by exiting to the menu and reloading the world.

If your raft is still not moving you can try the following: Face the sail towards the wind (So the wind is blowing into the back of the sail) - You can find out which way the wind if facing with a streamer.

If the raft still does not move you can also replace your sail by picking it up. Also make sure to raise any anchors you have dropped.

Are you in Creative mode? In that case that's by design. Your raft can't move in Creative Mode and all survival elements, including but not limited to islands, flotsam, derelict rafts etc. are disabled. If you want to sail around the game world, you need to play in one of the survival modes.
