Edit: But to address the original question, I don't think the bait is shorter.
The more expensive and increased duration area shark repellant thing is a good place to start.
The shark also bites way too often, it's like he's trying to cut back on calories and is nibbling on one breadstick...
He also attacks the raft way too often, and you need to fix the attacking the middle of the raft thing too.
Like a huge ball of Fish the shark is stuffed for 7 Minutes
Can cost 20 Fish
Cant say more about balance as i dont know what other enemys/challenges you want to implement
On hard mode leave the shark as it is now.
On normal mode after shark is killed 10 min before respawn of shark. Shark bait keeps shark busy for 5 min( 1 min eating bait 4 min for being full and not attacking). Shark as others mentioned should only attack edge of raft. Shark should not be able to attack through islands or other masses.
Easy mode shark should not attack raft at all till raft is of a certan size mybe 6x6 or 6 x4
Rare shark a extremly agressive shark (normal and above) lets call it the great white shark (itentified by it being all white). Apears after first tower discovery. Will continue to attack raft till is killed. Only damgeable by metal spear and had has more hit points. Yeilds twice the shark meat a special head for trophy and a mistery item. Another blue print comes to mind perhaps a radio reciever. Wich can be used to listen to utopia news or just play you own music from your pc.
I've seen many people post about fustrations with shark since release. I also remember the big fuss over the mod that disabled said shark and was taken down. People have asked for a simple toggle for on/off for sharks.
However, I would suggest you could add a slider for min attack time. Were it would go 5m (default/etc) on left, and you drag it out to longer and longer until it gets to say 60m then just disables shark attack all together. Then everyone could be happy.
You can still even keep existing "presets", just give us an "advanced settings" where we could tweak things like sharks. This could even be expanded to things like hunger, etc. for and every could tweak to their own tastes.
