Use an anchor to keep your raft in place by an island, then dive and use your hook to dig up the piles of sand near the bottom.

Put a shark bait in the water to buy yourself some time to dive without getting attacked.

i assume the sand is to make glass? do u need a blueprint to make glass? I cant see the option..

Just hit the underwater items with your hook. Even metal and scrap.

is there some trick to using the anchor? I pick it up, but can't seem to throw it in the water. LMB does nothing and RMB sets it back down.

For the single-use anchor just pick it up, then hold left click to 'charge' and throw it in the direction you want to be anchored.
