Can there be MORE THAN 2 players on the same raft?
Late to reply but, There is no maximum player count, the max players simply depends on the capability of the host's computer.

Host can start the game any time and others should be able to join Host's game when ever they wish as long as:
A. Host has enabled 'Allow friends to join' option at startup
B. Person wanting to join is in Host's Steam Friends list
Addendum to what's been said about number of people in multiplayer:
While there is no hard-coded limit set by the developers, number of people Host can handle depends on power of Host's hardware as well as quality and speed of Host's internet connection. The developers have successfully ran a game with 13 simultaneous players on board without any noticeable lag or delays.
Also be advised that there is currently known performance issue with large rafts that causes performance of the game to begin to deteriorate regardless of the hardware involved after raft reaches certain size. While devs are aware of the problem and they are looking for a fix, there currently no timetable or estimates how long it'll take to fix.
