Is this 2 or 4 person Multiplayer?

Late to reply but, There is no maximum player count, the max players simply depends on the capability of the host's computer.

The developers have confirmed that it can be infinite but all depends on the host computer.

It is unlimited however as the server will be held on the host’s computer it depends how many people that computer can have connected to it. If you had 20 people rafts there would not be enough resources for all of them to eat and drink in the beginning.

If you had a GTX 1080, an i7 and around 16gb ram (plus around 100mb/s internet speed), you could have approx 30-40people but it's highly recommend by developers to have it at 2-8 people ;)

Maybe have 8 people to start off with and then as the raft gets bigger add more people

I would say 2-4 and then add more people as you expand.

Host can start the game any time and others should be able to join Host's game when ever they wish as long as:

A. Host has enabled 'Allow friends to join' option at startup
B. Person wanting to join is in Host's Steam Friends list

Addendum to what's been said about number of people in multiplayer:

While there is no hard-coded limit set by the developers, number of people Host can handle depends on power of Host's hardware as well as quality and speed of Host's internet connection. The developers have successfully ran a game with 13 simultaneous players on board without any noticeable lag or delays.

Also be advised that there is currently known performance issue with large rafts that causes performance of the game to begin to deteriorate regardless of the hardware involved after raft reaches certain size. While devs are aware of the problem and they are looking for a fix, there currently no timetable or estimates how long it'll take to fix.
