dont have your sail open, check if you have an anchor thrown down and everything should be fine if you dont
This isn't just a build simulator? When did that change? All you can do in this game right now is build and eat/drink 30 peoples weight in food a day.. >_>
Placing streamers to gauge which way the wind is blowing is absolutely important. So important I put 4 around my sail so I always have easy access to one when steering my sail (can't always guarantee which way the raft is facting after all). You come to a near stop if your sail is pointing against the wind. Realistically, that isn't how sails work, but it is helpful when needing to do a quick stop for whatever reason, or when needing to cancel out the (plot device) current so you can paddle against the current.
There are times when flotsam is absent, but usually that happens when doing significant course changes, or going too slow for it to trigger. When using the sail, I know I can't go backwards against the wind with it, so at most I aim the sail 90° from the direction of the wind and can still go fast enough to run into debris lines.
If getting up and going doesn't work, the often cited "reboot" tends to help. Saving the game, exiting, and reloading could reset things.
