It's been like that for ages. Raft does not move in creative mode also debris and islands do not exist in that mode so there is nothing to see out there even if you could move the raft. These changes were made to allow people to create larger rafts without performance issues. In normal mode performance drops drastically somewhere around 400-500 foundations depending to the power of your computer.
Mod called YourBalance made it possible to change game mode. Mod is no longer maintained so I've no idea how well the mod works these days. Do be aware that if you bring humongous raft from creative to normal mode gameplay may end up being closer to watching slideshow than playing a game. Just fair warning.
