Im not sure cuz didnt had this issue.
You can save your game, go to isla pena, unlock it, take all the fossils.
Then from sanctuary campaign click "comtinue" i assume and wish the progress will be saved to there.
If will not so have to do claire's sanctuary again from the Start (yeah can cause to lose of progress).
If you really have to unlock it first you can check by going to the research screen and hover the mouse above the Kentro icon, it should tell you why you can't reseach it.

is kind of annoying to do the campaign again but aim for the win as you'll have the Kentrosaurus with you there.
if you don't find his dig site, can tell us.
Seems like people tend to forget or don't notice that dig sites go all the way down to the south and up north as well...that's why the game tells you to use WASD to navigate the map when you load the expedition screen, not just A and D.
