They go mental during storms as they get uncomfortable and you need to always have at least 2 in a paddock or they get uncomfortable really quick.
Population is 2-5/6 ish but always at least 2.
If they're not comfortable then they act like Freddie Mercury and want to break free
I understand this and the question is not this. Why too overpowered the velociraptors? Why can demolish everything?
Games do not normally follow real world logic. In real life yeah I am sure a velociraptor would not be able to break down a reinforced fence, but that would not make for interesting gameplay as it would make most of the dino's wayyyyy to easy to keep. They have to make compromises somewhere...
As for your other question if you read the storm defence stations they only mitigate damage, not prevent it entirely.
I mean, I guess the best solution would be to use the ACU to tranq them when a storm is coming but still. I think they should tone down how aggressive velociraptors become during storms so they can at least be managed better like other dinosaurs.
Also, I know it's tempting, but don't try to keep raptors on Isla Muerta.
