Yep, you've run out of power. This happened to me as well. Build another power plant and it should resolve the issue, or improve output on existing ones.

Keep your power output in mind when building. Electric fencing takes up a lot of power, so only use them when you really need them. Especially early in the game when you only get small power stations. Later in the game you'll unlock upgrades and stronger power stations (medium and large) which will increase power output. Substations will use up power, so use them sparingly and try to combine them with the aid of electric fencing. Any viewing platforms connected to electrified fences will be powered automatically without the need to place a substation next to it.
Power is essential and important, especially when housing the more dangerous dinosaurs, so always check your current power output. If you seem low on power, build another powerstation.
