Ratings for individual animals are visualised by the same star system that the park itself has, with 100 being 5-stars and 25 being 1 1/2-stars.
You can acquire a five-star Dinosaur Rating with about half as many dinosaurs as you currently have if you prioritize the ratings of the animals themselves.
I have almost all my dinos at 100% genome and I use the mods that enhances Rating and Lifetime with every single dino in my park. With what mods I currently have, I have the highest possible rating.
However, I use the same mod combination throughout all the dinos, so could that be it? But some mods does not give nearly as much rating as others, so I ignore mods such as 'resistance' and only go rating/lifetime mods.
I might restart my that island and see if a fresh start will help.
Pull up the Management View function and shuffle through the options there, generally you'll want the highlighted areas to be blue or yellow. Transport in particular is a primary offender on this front; the guests don't like walking too large a distance from the entrance, so setting up a monorail system with regular stops in areas highlighted orange or red are a priority.
I know you said the Dinosaur Rating was all you needed, but it never hurts to be on the safe side, right?
Styracosaurus and Torosaurus are good fillers, as is Ankylosaurus.
The only large pen you will need is for the Brachiosaurs and Dipoloducus. They herd well together and both can be in the 200's for ratings.
1 T. Rex in a pen, 2 Ceratosaurs in a pen, and then 3-4 Torosaurus/Styracosaurs/Ankylosaurs in a pen (do not mix, and pay attention to population numbers there, or they will break out).
Don't bother with the starters except for Ceratorsaurs.
Make sure the pens have excellent visibility coverage for guests. Pay attention to guest food, shopping, and drink numbers. A minimum of 3 fast food/restaurants, 3 gift shops, and 3 clothing shops is a good idea, I ended up with around 5 of each. Hotel and Monorail as well if you can fit the monorail.
As for the "ratings" for your dinos. If you need that quick boost, always choose the ones that give the biggest ratings boost. These tend to be ones that enhance attack. You'll be replacing dinos more quickly, but that's the trade-off.
also, make sure all of them are 100% genome.
Avoid raptors at all costs unless you can keep them 100% contained. On Isla Muerta, that's a challenge.
Metriocanthosaurus is another one that can bring in some decent ratings, but it is another carnivore. And while your carnivores bring in the big bucks, they are more dangerous on Isla Muerta because of the storms.
