It's probably best to just go back to an earlier save or restart the island entirely and try to set up everything as fast as possible. Maybe delay the arrival of the dinos if they aren't the first ones you rescued so you have more time to gather money for the stuff you gotta do later.
What I did, you make 1 enclosure for the few herbivore species that the Missions requires. Then a double walled enclosure for the carnivores they require because stupid crap will happen with power outage, severe storm, all that jazz, and they will bust through the fence. The double wall will help prevent having to hunt them down and resolve the problem quickly while you take care of damaged buildings.
The lifespan the carnivores have gives you plenty of time to do the Missions with time to spare. I have a bad habit of going slow in the game, because that's how I like to play. So I always end up allowing so much time to go by and boom... a Mission Dinosaur is now dead from old age and Mission Failed. It's something I kind of had to get my mind out of to at least accomplish what is needed to be done on that frustrating island.
Because I did have to completely restart that too because waiting on funds to incubate dinosaurs. And I found that was mainly due because of the poor selections of dinosaurs I chose to save from the first island. One of the dinosaurs I chose was Stegosaurus and they require a minimum of 5 to be comfortable in an enclosure and you only save 1 from the dang island and they're expensive and slow to create. And by the time I got all that done and created, some other dinosaurs that I saved were too old already and 1 of them died and Mission Failed.
So that was my fault with poor picking of which dinosaurs to save. So I restarted the entire Campaign. I saved easier ones. Triceratops, Struthiomimus, Brachiosaurus, Ankylosaurus, and something else, I can't remember... because all can be alone or just need 2 of the same species in an enclosure and can be in an enclosure all together. Made it much easier to progress faster and get Missions done.
Because you NEED to get past the Euoplocephalus Mission you get with feeding it the Paleofeeder in order to be completely finished with the Main Missions and not have to worry about a Mission Dinosaur dying and Mission Failed. So choose the dinosaurs you save from the first island wisely so you won't have issues when you get to the Sanctuary island.
