Its too far from an attraction - Move it closer
The prices are too high - Lower the prices....2x-3x cost works well
You don't have the power to keep the shop open - Build another power station
How well your shops do is dependent on the rating of the attraction it serves. Build more dinos, put in more scenery or raise dino infamy to get the attraction rating up.
I posted It as known bug but not fixed from 2018.
I found this bug in my old picture library, uploaded it now to let you see:

the bugs are around, some not fixed I not feel is a game breaker thing but some funny, some annoying.
time pass and another shop bugged and that gift shop worked well.
cool, that was near viewing platform of velociraptor pen, seems it's broken shop lol
still a bug.
funny & sad that the people are scenery in the game but is true indeed.
28k guests in the park maybe showing 10k as scenery on the paths.
Anyway, in case it is the same bug here as well, maybe verifying the files might work. Were you able to fix it, V0lcan?
Oh and was it the only shop in that area? Because if there are several the guests might walk in but decide they'd rather not buy anything there and go to the one across the street instead. I mean real people walk in and out of shops without buying anything all the time as well, so why not guests in dinosaur park games? ;P
I think if you delete enough shops they'll all be full at some point, but as long as you have more shops than the guests need they'll jump between them.
