How to make velociraptor not escape when raining?

I just want them to stay in their space, I'm playing in "Isla Muerta", when starts raining i tell the people to get inside shelters cause i already know the velociraptors are gonna run away, and i make the chopper fly at the velociraptors before they even break their place and they end up doing so anyway

Storm protection buildings will give more warning. Tranq them asap.

Once you get some progress in Wu's you can manipulate their genetic code to be less aggressive and require fewer of them to be happy AND take longer to get mad about the weather, among other things.

For the missions where you know the dino is gonna break out I usually just make a small box pen with 3 walls on each side. I've yet to have a dino break out of that setup before the mission timer expired.

Use the best walls, make double layer so you have more time to react in the worst case. Put a big carnivore to them, that works really well in my experience but don´t put a rex to them they really like to eat velos. Since I do that I never had a raptor outbreak again and there was no need tranq them. Electric fences also help.
