Nosferatu it isn't clear what you're actually asking (likely a language barrier issue) with "is this game play anywhere ?" best guess "play" = "playable" but still there's the question of what exactly do you mean by that?
All games on Steam are playable anywhere you have the client installed so your question doesn't make any sense so that only leaves us with 2 possible alternatives.
1. You're trying to ask if the game is playable in Steam Offline Mode.
Yes, with the proviso that the game must be started in Online mode before you can switch to offline. This is also true whenever the game is updated.
2. You're trying to ask if the game is region locked so that you could potentially purchase the game cheaper from a different region.
Should you be asking this I honestly can't say I have a clue but the Steam Subscriber Agreement specifically forbids masking your IP to purchase games from other regions so even if I did know I wouldn't answer this.
If I haven't answered your question then you're really going to have to go the extra mile and clarify what you mean. (Without attacking people who are only trying to get more info from you preferably).
This should explain what i meant you guys dont know that? its pretty neat. One time you buy the game but can play on 2 platforms. Maybe i ask on the frontier forum they surely know sorry.
This game is published by Frontier themselves and not a Windows 10 exclusive game so not part of Microsoft's in-house initiative. Pretty sure the same would be true for any game sold on Steam, Microsoft wouldn't want to give Valve money so they'll keep all such games restricted to their own store.
EDIT: Upon reading up on XPA it appears the initiative is also open to 3rd party developers but as of yet Frontier haven't announced any plans to adopt it.
I expect any answer they've previously given would be a non-committal "we have nothing to announce right now" or "we have no plans at the current time" and that's the best you'll get out of them.
