Dinosaurs have 4 Genes that can be altered, one of them being "Cosmetic". The cosmetic genes you unlock have biome-type names like "Taiga, Rainforest, Steppe" so it's probably just a recolour. It does not appear that altering the other genes has any impact on its appearence but we will have to wait and see.
There is no official mod support at this time.
You can only change dinosaurs by altering their stats. You unlock different genes that give you stat boosts in certain areas. You cannot create hybrids yourself, you just get to unlock things like the I-Rex.
I do hope that we'll get mod support though I'm certain a lot of people want to create content for such fun game!
