Does DLC carry over to the main campaign?
After completing all the DLC does it carry over to the main campaign if I was to start a new game?

If you start a new Jurassic World Campaign, yes. Since Clair's Sanctuary, Secrets of Doctor Wu, and Return to Jurassic Park are all separate campaigns.

After completing the DLC the content is available starting at island 3. The restrictions are based on how many research facilities you have, i believe.
