Generally they break fences if they are lonely or overcrowded. Adjust the numbers and types of dinos in each enclosure and you can avoid that.
Some will break fences in storms, but just make sure you have the guests in shelters so you can dart and recover them without anyone getting hurt. You can also double fence, which is putting a curved fence behind the existing fence. That will slow them down to give you time to control their breakout. Guests being eaten by dinos is very expensive so let it happen.
Also try different carnivores. I avopid the signature onse like velociraptoers and T Rex becasuse they are unusually obnoxious to deal with.
Thing is, the dinosaurs' comfort is what matters, not the fence you use; if they're unhappy, they WILL break out. If you've made sure you hit all the benchmarks, many dinosaurs just plain stay put, even during storms. Many herbivores can put up with a lot before hitting the red zone and becoming likely to attack the fence, so if your herbivores are escaping, you're doing something wrong. Likely problem areas are population and social needs, particularly on Hadrosaurs (high social floor) and Stegosaurs/Ankylosaurs (low social and population ceiling). Pachycephalosaurs have a relatively high social floor and a low population ceiling.
Carnivores are typically more sensitive across the board, which means that a storm of any significant duration will cause a lot of escapes. Velociraptors are legendary for breaking out during storms and, for whatever reason, normal conditions. T-Rex isn't too unreasonable in my experience, despite having the same 90% comfort threshold as the raptors--possibly because there's only one to an exhibit instead of 2+.
If a storm looks to be a big one or if you just don't want to deal with the raptors, rexes and frankendinos, you can always tranquilize them preemptively. Having an (upgraded!) ACU base right across from your problem dino always helps, too; the copter might not be there in time to save the fence, but the dinosaur often won't make it through the opening.
I have tried everything I can think of, have them in there alone and even had a friend for the raptor ready to release after the fight so he is not lonely. Nothing is working, luckily I made a save before all this cuz I have done it at least 6 times now.
Is this supposed to happen? I have raptors at the first site and have had no issue with them...
Just make sure to repair m afterwards.
This was the point in the game that made me realise the different fences are more for show :(
I had build a 4 layer contraption, but never was able to hold the raptor for very long; as soon as they get aggitated they break down any fortress you can build. You can control their behaviour by making sure they feel comfortable but as soon as you get a mission dino or a random storm, they'll break out no matter what. I almost felt like I cheated my way through that mission when I started sedating that raptor, but it's probably the only way to get hrough it.
if dinos want out they get out simple as that
when the park is finished and fully built, usually the sandbox isle, then I update some fences to electric that face the public
only on island two do I try with some electric fences. better fences only buy time.
yes, the raptor missions are scripted. so are others.

after that mission i sold the raptors (or tried to) an acu maniged to trank a velocoraptor so that its neck became one with the tree
