What the "capacity" mean

I am playing in Isla Nublar and I am trying to fit all 48 species in the park and get 5 stars.
For the dinos I have 5 stars but I simply cannot get for Facility. 4.5 only.

It's saying that I have Okay Capacity even though I have like 8 hotels :(
Do I need to consider something else, or only hotels? :/

So far I noticed only hotels affecting capacity rating. If you click on hotel, you could see overcrowding %, that is another clue as well

I just did what I saw in another post, close the park and cut the power until you reduce your guests in half.. when I turned everything back on 5 stars right away :)

This whole "capacity" issue is why we should be able to control entrance price.

Close your park and get below 5000 . Your island rating will drop but do not worry. You should only need 3 hotels. Place your dinos and then open your park . You should pop tp five stars in no time.
