Grassland = Less Tree
yes, a pen doesnt quite need to be as big as the first one they give you in the game, but the more picky animals need one that size or a lil bigger.
other animals need space the size of a large building and they will be happy.

edit: this is my open world park that i am working on. the dinos all cluster in one area, but it is still a big one
shrubs affect forest parameter?
there are a few kinds of terain dinos can react to:
roads (including gyroball roads)
grass (water is included in the grassland domain as far as i can tell)
trees
buildings
fence
outside of map (if you cant build on it, dinos cant enter it)((use it as a natural fence, the dinos cant attack it and dont get angry at it lol))
