Don't hold out any hope for official modding tools, Universal are unlikely to sign off on it.
The files are open source and availble + the game uses the same engine as Planet Coaster. So anyone that can mod Planet Coaster can mod JW:E. There are plenty of people that have already modded the game to an extent.
It's not a matter of if they arrive, its a matter of when.
Plus there being the issue that Frontier doesn't mind modding as much as mods being spread around.
Indeed there is a third party modding community (and I've seen video evidence of some pretty amazing stuff the private modding community have done behind closed doors) but the only officially sanctioned tool is the Thememaker's Toolkit and that took 2 years to make it into the game. Even if Frontier/Universal decide that modding is the way forward expect a similar timeframe to pass before you see any official tools.
I would love to be able to make different terrains like coastal, swamp, jungle, steppes, desert and mountian and have the trees and foliage effect it as such.
For example, swamps/bogs would have algea clusters over the water when you use the small plant tool and mangroves ect when you use the big one.
I think being able to design the sandbox map (and others) in such a creative way would add a lot to play time and immersion.
But of course for me I'd always go with mods that raise immersion or authenticity. Like adding the camouflage genes for the Carnotosaurus, nesting mods, gore mods, more animations mods, improved corpses, smarter guests AI and so on. If that's even possible of course.
If people make those sorts of mods who really cares I think. Thing is even if the devs released a official modding tool they'd do it anyways. I mean that's what happened with Skyrim. You can always just ignore those mods and look for the mods you do like. That's always a option you can choose.

But I do agree with your statement. If someone wants to add weird fetish mods it's not up to me to say anything. It's their game, not mine.

they are always just a mixed bag to me. games where that becomes a big thing like ark, it's a job in and of itself sifting through what fits well for you, what bugs it may cause or conflict with others, etc. etc.
