How can i reach a 60% of a new genome if i don't have it?

You'll have to search for a dinosaur you don't have at 60%. If you need a specific one, you'll have to look for dig sites with that specific dinosaur. There is a chance that you'll get one that you don't have access to though. I had that happen just a little while ago where it asked me to get a Majungasaurus genome to a certain point but I hadn't gotten access to that dinosaur yet. It's pretty stupid, but if it happens your best bet is to just abandon the mission.

As stated, you need to use the expidition and fossil centers to dig up and extract the genome of the dinosaur that's requested.

If you're asked for a genome for a dino you seemingly don't have access to, it's because said dino is unlocked by your faction reputation on the island you're on. Unless you're like me and jumped islands without getting all the rewards have have to go back for them.

Yes, basically the quest ask me to reach a 60% of a genome but at my campaign status i don't have access to any new dino, lol xD

You can either abandon the contract (from the contract screen) or just leave it for later.
