My guess is if the AOE of your stations combinned do not cover the majority of your hotels, shops and attractions your rating will not be that high.
I supose it could also be just what % of your paths fall with in the AOE of the station. Maybe even a combination of both buildings and paths.
Paths themselves I do not think contribute to your transportation rating. I have not payed that close attention to it before building stations so I could be wrong.
EDIT: Just tried it, didn't work for me.
I just encountered this and finally got it figured out. I had 220 million dollars and I restructured the park.
A monorail system that goes around the entire island will not work, you'll need to split it .Get rid of all the buildings near the park dropoff entrance and build 2 monorail systems, one going left and the other going right.
Build a hotel and other amenities at the destinations. Finally got that 5 star and the last skin unlock. Large paths and paths in general don't really help with the transport rating.
It can work. I 5-starred Sorna just fine using a single monorail loop to connect the front (where all my hotels are, along with most shops) to each of two small "viewing areas" I'd built in the other two valleys. Besides two small-ish enclosures in one little corner for carnivores, and a spot for my Hammond to spit out dinos, the rest of the park was an open "safari" design. Worked out just fine in the end, and 5-starring it was no issue whatsoever.
