It works offline!
Hostile o.o.. still, yes as mentioned before it is playable in offline mode.
it does work with the net on tho.. but not off
Well, you have to admit that the one person's 'go play outside' was not helpful.
I really don't know why you're having problems because I can connect to the game offline too. I get a warning message about not syncing, but I can play anyway.
It's a problem all steam games have.
the game has to be launched while your online at least once so that it can contact servers to register licenses - particularly with steam itself. Once you've done it once then there's no issue

and after that the game does not start up.
if for some reason that doesn't work for you then log a support call with Frontier, but that's what does indeed work
if there's a new patch or update that you download then you need to repeat the process, because the game build has changed and so steam needs to match the licensing with the new build number
