Report a translation problem
The financial screen is not working correctly. Go to the indivudual shops and then you see the operating costs and the profit. It's wierd I know.
2) Make sure the building is in a high traffic area
3) Make sure you don't have too many shops
4) click on your star rating on the bottom right and then look at the demand for things like fun and shopping. If it's near 100% then they don't want anything.

Yeah that's what is such a pitty though. I really think they got rushed by the release of the new movie. It should have had a little bit more time to iron out these silly bugs.

I had this exact problem. However! I found that once I built a hotel, the shops immediately started making money. I have no idea why this condition has to be met, but this is what triggered it to start working for me.
Except this is a bug that even if the demand is there the shop will show people entering and leaving and have zero everything still. Read the whole thread before posting.
Use the management tool anyway.
