Why?
Because the developers who made thier name by making one of the greatest rollercoaster tycoon games ever decided that the building aspect of building a Jurassic World should take a backseat to pretty animations and dinosaurs.
It's not a park builder - it's a park manager.
A lot of sources I've seen / read say the design aspect in this game is minimal. So what in your mind is the parallel between C:Skyline and JW:Evolution?
Beyond that I do suggest wait for a sale. This is not a horrible game, but IMHO not worth the current price. I only pput in ablut 2 hours so far, so it could get better after I progress a little further. I only just unlocked the 2nd area and the first area is basically the tuturial and seems to be set up to make it very hard to fail.
I like system-building games (i.e. cities skylines, also Civilization). I like the strategy part and maximizing efficiency.
