The only desktop CPU I could find which is an i5 with 2.2 GHz is the Intel Core i5 6400T which has turbo boost up to 2.8 Ghz. It's definitely below the minimum required CPU. Is that your CPU model?
There is also the Intel Core i5 5200U with 2.2 up to 2.7 Ghz with boost, but that seems to be a mobile CPU and you are on a desktop PC (according to your GPU).
Some people know their specs but don't know what their specs mean or how good they are. Like in another thread someone thought his 980 is worse than the required 1050 because the number is smaller. Looking at the hardware requirements doesn't help if you don't know much about hardware.
No you can't run the game.. Infact you can't run any game at all let alone start your pc..
You lack a MB/Monitor/HD or SSD/PSU/etc/etc/etc
Its actually pretty vital to have all information, also the models and brands of your parts (since they perform diiferently) the fact people don't understand this and spam the above like you do is so funny its sad...
Steam is great however, since you can buy the game, try it out and refund if you can't run it... But anyone with a normal standard (even budget) pc will be able to run most games, albeit not on good settings!!! The most important things is not to bottleneck your builds and not get unwanted software.. If you don't get those two things then you will be good for most games (unless you run a laptop or hugely old budget PC)
So far, actually little problems. If it is jerky I turn the graphics down to low The most demanding games are probably the Total War games but run smoothly
