Animals like Mosasaurs, Ichtyosaurs and Plesiosaurs didn't belong to the Dinosaur clade and are in fact, reptiles that simply reverted back to an aquatic lifestyle rather than staying amphibious.
Pterosaurs as well do not belong to the dinosaur clade.
That said, both the pterosaurs and Ichtyosaurs are large groups of animals that went extinct alongside the Dinosaurs during the Cretaceous Extinction Event.
Modern birds do exist and have survived the extinction event.
However, in the context of this being a pre-65million year dinosaur game the most logical connection between OP's question and the context, brings me to my first answer.
Aquatic and flying Achosaurs, yes. Aquatic and flying dinosaurs, no. Unless they put in species like Archeopteryx, Anchiornis, Aurornis and such. Species from the late cretaceous beloning to the Eomaniraptora. Then I've said nothing.
Perhaps even species like Deinonychus would make the question turn to a yes, for flying dinosaurs.
That said, full flight is still in debate. They think they either assisted in gliding for species like Microraptor or simply for mating/dominance. The Wing-Assisted-Incline-Running still practiced by modern day pheasants is also an idea for the use of wings. Confusiosnornis is a bird that's known from many fossils.
Back on topic.. why DLC or expansion? They were in the movie, they should be in the game. I expect to see at least every single species that was in the movie and then some. For a game with almost 50 dinos, omitting some of the ones from the movies would disappointing.
You seem to forget that only 26 are known thus far...

because i am hoping if they are not in launch content at least they maybe coming in future content.
and so far they only showed land dinosaurs but i am cool with one or two dlc focusing heavily Aquatic and flying creatures and perhaps even introduce new and obscure species that wasn't even jurassic park universe before not to mention new buildings cages etc that suit them.
