If this is the first time you are launching the game, please make sure that you try the following:

Close Steam and Ubisoft Connect completely via the Task Manager.

Launch Steam and verify the game files - https://help.steampowered.com/en/faqs/view/0C48-FCBD-DA71-93EB

Make sure that Ubisoft Connect is still completely closed. Launch the game and it should then open the launcher automatically, link the two platforms and activate the licence onto your account.
