Thanks for reaching out.
As your wheel isn't supported in-game, our options are limited, but we'll see what we can do to try and get it working!
Does your wheel model have it's own supporting software at all (like G-Hub for Logitech wheels for example).
If you check your Steam Controller Settings (Steam > Settings > Controllers > General Controller Settings) is your wheel detected there?
If so, please also ensure Generic Gamepad Support is disabled.
You should also be able to select 'Calibrate' to check your wheel and it's functionality as well as assign controls - please try mapping your wheel here before trying the game again.

In the steam controller settings, the wheel is detected as Xbox One controller, not sure if that is supposed to be like that.
I am able to try the calibration, and steering with the wheel is showing up as moving the left thumbstick. I do not see any option to assign controls however.

Thanks for this - the wheel being detected as an Xbox Controller will certainly be a factor here and will almost definitely be a contributor to The Crew 2 seeing a controller over an actual wheel.
I've done some further digging on this and found some previous discussions of mis-deteceted peripherals being fixed after clearing Steam's controller configurations.
If you could please give the below a try and let us know if there's any change in the wheel being detected properly;
• In Steam's Controller Settings, disable all Controller Support Options (eg. PlayStation / Xbox Configuration Support, etc)
• Exit Steam and unplug the wheel + pedals
• Open the config.vdf file stored on your computer
- By default it is located in - C:\Program Files (x86)\Steam\config\config.vdf
• Search for "SDL_GamepadBind" and delete everything underneath it
• Save the file
Restart Steam to once again check the controller and give The Crew 2 another try too.

so after following the steps you listed, and clearing the controller config, the steering wheel actually started working. Only one thing is still not working as intended - in the in-game settings menu, the steering wheel options button is greyed out, so I am unable to change any setting for the wheel.

I'm sorry to hear that you're experiencing issues with your Genesis Seaborg 400 wheel. Were you be able to complete the workaround provided by Ubi_TheBerry above?
