Can you first of all ensure that you are running the BattlEye installer as Administrator?

To avoid any confusion however, we are not the game's developers, rather we are agents from Ubisoft Support, here to assist you with your queries. We do try to sign off as such, but do understand the [developer] tag can lead to some misunderstanding.
Referring back to your issue of the 'Failed to Install BattlEye' message on launch, can you please ensure you have attempted the following steps;
- Verify the game's files in Steam[ubi.li]
- Run both The Crew 2 and the BattlEye launcher as an admin[ubi.li] (The BE Launcher can be found by opening the game's Local Files > BattlEye)
- Ensure you're running the latest version of Windows and your respective component drivers, including your GPU
