Horrible stuttering all the time.
I have killed the Killer network service that usually gives stutters in my games, but there is a horrible stutter no matter hwat FPS my game is running at.
The stutter was not there during th eopen beta and I was running the game flawlessly at 60 fps on high. Now I am losing races all the time as the game putters and spews even when the framerate counter is locked at 60 !

Thank you for reporting this to us.

The first thing I'd advise is trying a Clean Boot, which will start Windows with only Windows processes and can help to eliminate any third party programs conflicting with the game. You can do this through the steps here[support.microsoft.com]

Did a clean boot , thank you, it has helped a bit , game is mostly smooth when running in clean boot, but still get those stutters sometimes even in a clean boot. I am at loss at what could be troubling it in a clean boot?
Can you please head to the .exe file in your Steam directory, right click it, select Properties, Compatibility and select to 'Disable fullscreen optimizations'.

Please let me know if this resolves your issue.

That has helped ! Thank you.
I am only occasionally getting a stutter now, but I am still on clean boot. So, ea, long road ahaed before I figure out a total solution.
Atleastthe game is playable now.

Could you try doing a fresh install of the graphics drivers

To do this:
  1. Completely uninstall the graphics drivers, there are steps to do so {LINK REMOVED}.
  2. Reinstall the drivers fresh from the {LINK REMOVED}.

Once you have done that please try the game again.

how do u disable that? Uplay is required for the game to function right?
