Do you have multiple control devices plugged in? Anything that might potentially be conflicting with the controls, this can be a joystick or even a drawing tablet.

No other device connected. But my problem is not hardware, it's something in the game config, this is the default configuration, the keys are binded this way in options/key mapping. If I hold "B" to reset to defaults, nothing happends after reset. This is the default configuration of my gamepad now, it's not anything related to hardware I guess. I try reseting the keys in game menu and while playing, it doesn't work. Is there any way to delete the game config file and start with game default settings?
I also verified instalation on steam, reinstalled XBOX drivers, restarted PC. I repeat, The Crew is the only game where my gamepads have this behaivour, they work perfectly in any other games.
The file goes in the documents\the crew 2 folder.

Thank for the config file. Deleted mine, copied yours, absolutly nopthing changed. Buttons still messed up...
Something else must be wrong then. Try another usb port on your pc. It's a weird situation you got there. Sorry my file didn't work for you.
Right clicked on it properties then checked read only. Then right click on then chose add to rar. Then I uploaded it to my second drive account. I never messed with the file. Just rared it in the same folder as it was in.
Actually, I just tried to play Outer Wilds and Firewatch, and the button mappings are fubared there too. So this looks like a Windows issue.
I found a fix - at least it helped me to play normally with new xbox controller through bluetooth, try it
