seems like you don't understand that making an offline game from the start might not be that difficult, like making an online game. But implementing an offline mode into a game that's heavily reliant on online is very very hard. Anytime down the road if Ubisoft devs hit a road block, they will scrap the whole game into the trash.

The hype around it seems artificial. Game 98% OFF and OFFLINE Mode. Can we really be that lucky this time? idk
