As far as I understand that group of bindings will be always the same for all vehicles no matter what. Same with "CameraBindings" group. They're called General Controls in the game.
Only those bindings that placed in a separate group called "DrivingBindings" can be different for different vehicles, cause they have separate settings for steering, throttle, brakes and gears, for example, "RoadThrottle" and "RoadBrake" for ground vehicles, "BoatThrottle" and "BoatBrake" for boats, as well as "AirplaneThrottle", "AirplaneBrake" for planes.
The only way to work around that is to try to use multiple controllers and try to config each one of them through its own Bindings_*.xml file. Can't guarantee that it will work, because I have only one controller, but I have a steering wheel as well, and it has its own Bindings_*.xml file corresponding to my steering wheel Device ID.
