no, literally all it gives you is 25 cars for free in game money which you would have to otherwise pay in game money for, the Season Pass actually makes the game WORSE because you instantly have a load of cars at the start of the game which ruins the whole progression etc of the game

The 20% discount on all vehicle purchases is a nice alleviation from the constant money grind, if you find the game a bit too grindy. Otherwise, it's just a shortcut for 25 vehicles (you don't need the pass to buy them), a couple of cosmetics and a copy-paste of the Miami house into L.A.
