Any real fixes for Stuttering?

My pc is over the recommended specs.
It works fine with any other games but this one.
Saw ubisoft give just generic copypaste responses with no real solution
I know the engine is crap and that ubisoft won't fix it.

But I want to hear from the more experienced users, how have you managed to improve this somehow, if even possible.

Your PC may not be getting 60fps all of the time.
Try lower settings or lock to 30fps
