TC2 I feel is more forgiving when driving, however FH4 has active supports and accessibility options that actually do something. So it's really a flip of the coin there unless you want the most arcade possible and that's TC2 over FH4.
TC2 has rampant exploit users in the both the weekly Summit and sometimes in PvP. Never noticed that in the 40 hours I played FH4.
The networking code/system for FH4 is way superior to TC2's weak one. In TC2 don't be surprised to be kicked b/c of that in PvP and in Crews. They did it on the cheap and put the onus on whatever player they have host a lobby for the rest of the players and same for Crews it seems. And this does happen with a very solid and strong internet connection (I have cable internet in a major city) and I still get kicked from lobbies or right out of the game sometimes. A shoddy internet connection or a high ping causes more frequent occasions of being kicked/losing connection.
Caveat: Right now FH4 is the CHEAPEST you will get it at ever. The last time it was on a sale like this was the Steam Winter Sale. So if you only have money for one of the two, get FH4 as TC2 goes on sale regularly.
Caveat 2: If you purchase TC2, any edition, and start playing it, you won't be able to take part in the new (and IMHO shoddy) Motor Nation episodes as unlike old players of this game who might have banked a LOT of CC (special in game currency) as one used to be able to do daily contracts that awarded CC. At this time the only way to get CC is to purchase CC Packages with real money.
So after buying TC2, if you want to get in on Motorpass (Think battle pass) you'll need to spend more money to purchase CC. Also, CC is the only way to purchase vanity items, so you will need to purchase CC if you want to purchase vanity items.
Conclusion: I say get FH4 unless you want a huge world to roam in right now.
(I have about 2000 hours logged with this game and I'm still telling you that.)

Not to say that forza is bad, I feel many good racing games are too similar to forza one way or another. The crew 2 to me is really unique in terms of combination open world travelling + racing game. The Crew 2 is the first game that actually makes me feel like I'm travelling from one countryside to another.
It's definitely awesome for free roam. It's the reason I purchased the game. :)
Better AI racers:
Forza Horizon 4 has the worst AI that I've ever seen in a racing game, and this is coming from a former NFS MW 05 player, a game with the worst rubber-banding. What has Playground Studio done about it? Nothing.

Yes Horizon has a decently sized map, however it's smaller than either of TDU2s' two maps, a 2011 game.
That's most of the advantages and all that I can think of atm, which can be a big difference if you are a solo player; more in terms of racing against the AI, however also including wanting to just drive around a huge map.
TC2 has its disadvantages too, mainly, a seemingly endless grind or at least it'll feel that way.
If you want a casual, arcadey game where you can drive cars, bikes, planes, motorboats, etc., and explore the beautiful (looks good on 1080p ultra for me) large map of the United States, then buy The Crew 2.
