Both games have pros and cons, but in the end they're similar in terms of value for money and differs in particular features which is where you can then choose which one you like better to decide for your purchase.
The Crew 2 has more and richer customisation, more parts, more variations, more areas to customise, et cetera.
Forza Horizon 3 arguably has better vehicle handling, feels more realistic.
Everything else doesn't differ much between these two, their online playerbase is more or less similar, their connectivity is more or less similar, so on so forth.
As for vehicle list it's hard to say, The Crew 2 has different vehicle types, Forza is exclusively land vehicles only (cars/trucks).
The Crew 2 have promised to release 2 new vehicles each month so I couldn't compare their car list as it's going to be different as time goes on.
So to break it down;
As for me personally I love The Crew 2 dearly and were pretty disappointed in Forza Horizon 3 due to my desires simply is aimed towards customisation.
The differences is pretty narrow, neither is superior or inferior to each other. They just emphasize different things.

Your missing a maybe one or 2 thing's
1.Atmosphere (Motonation doesn't feel like i'm in a Motonation At all) Where's the roaming ai in the world (not just in set place's but Roaming and challanging them (Like FH3 doe's)
Sorry to say but this game got very stale very quickly and i wasn't even trying to finish it 100% and i still did it lol.
Thought to my self Reinstall FH3 check it out again and boy the Crew need's to do there homework on these types of game's log in
-Get rewarded for logging in and and get told thanks (big up's)
-Club's join your mates have a ONLINE Adventure
-Some event to get a car and weeekly bonuse's
-PVP
-custom race's edtior.
-gathering spot's show off your car's
after watching all the Crew 2 behind the wheel or what ever you call them i have not seen ONE bit of passion in the Crew 2 and it tells in the game Crew 1 I could feel it and still enjoy it.
I really wish we had warnings from aplha testers because they knew the state of this game...
I'd say to you OP wait for it to be on sale or when there's acutally stuff to do.
FH3 is good but FH4 coming out.
this for me is the first time i've acutally got pissed off i pre orderd and got screwed over
Also we get cross play with xbone so always a healthy amount of players not like 2k/3k
FH3 is solid, huge collection of cars, proper physics, and so on..
Though I would wait for FH4, it's coming out in... 3 or 4 months.. I think, and it's going to be FAR better than TC2. If anything I would get The Crew over The Crew 2 right now. You can get all the DLC dirt cheap, people still play it, and it's far better than this at the moment.
the crew 2 is 2x more demanding than FH3 and 2x more beauty.
If you thought the crew 2 is for low pc, you are totally wron, like your reviews.
The crew 2 destroys all, and is the best racing game ever made .
The Crew2 = its fun, best map and free dlc.
My PC: FX-6300 GTX 960(2GB) 8GB RAM
FH3: 1080p everything on low - framerate 18-30
The Crew 2: 1080p everything set on ultra - stable 30 fps
This is because The Crew 2 has much worse graphics than FH3 but it still looks fine and decent overall.
