1. Agreed 10,000% on the FPS cap, so bear with me here. That's a huge frustration point for me.
2. Stuttering is probably because VSync is on in game. Especially since you have an RTX 2080 and i9, that should be off in every single game. You can force it to be off via the global settings in Nvidia Control Panel.
3. There is PVP.
4. It's been improved since launch, but when it comes to cars or trees from time to time, yes, it's subpar.

6. Let's be real, is that actually a problem especially considering the specs of your PC?

Also about the 60 fps cap which could be annoying for high-end pc users with 144hz + monitors.
Apart from those 2, the rest are nonsense. PvP exists and nothing says that all open world racing games are mandatory to be played offline. You didn't give the game a chance at all.
