A well-programmed AI won't rely so much on rubberbanding mechanics that cause the AI to suddenly gain on you on tight turns where they corner faster than what's possible or when you make a single minor mistake and they won't suddenly slow down in order for you to catch up. Some other racing games also have rubberbanding but they're done in a subtle manner and may work in their favor in some cases.
Brilliantly coded AI in racing games will understand the player's moves and adapt to changing conditions. They will also be aware of the player's position and will usually drive to the best of their abilities at all times. Good AI is integral to many offline races and TC2 gets it wrong due to the overly aggressive rubberbanding mechanics.
