Best seems to be, thanks to Joridiculous for point this out, is to start in 4th gear with cold tires.
So you want to go from a cold start that way, then bump up to 5th gear, and at an appropriate distance you want to hit your nitrous.
In mine, if I hit things just right and get the car to go into "super mode"/"overdrive"/"whatever we should call it", I can hit 700km/h. That is with a full set of Nitro Chemist parts with both Pure and Frentic maxxed out on *all* parts.
However, if it is possible to boost ones speed if in a Crew or just using an unsuspecting fellow player to draft behind.
Some of the top players crew up for ST events in the Summit and take turns drafting behind the others which lets them get up to some incredible speeds no matter what they are using or what their part affixes are.
I've yet to do one of these in a Crew. Once I tried drafting behind another player and it went okay, but I managed to up that time the other night in the Beauty & Beast Summit when there was no one else there. At that time I used my Drag Race 'Vette which has a full set of maxxed out NC parts.
Speed Traps are one of the events in Summits where having legendary sets really makes a huge difference.

PS Also, remember that you can get three legendary parts for one class of vehicles each week by doing five PvP events every week. When you get them, the parts are at max level. When I did this was Drag Racing, I had parts way, way below 400 level. Using the PvP route each week for a few weeks got me parts for each type at 400. Made things a lot easier. Then it was time to farm for an NC set. Got a set of LD before that, but using them soon netted me the rest I needed for a full set of NC.
