I haven't been around the discussions in a long time so maybe I'm wrong but a lot of the hate for the Campaign revolved around the Facility missions. Heck I remember one or two of them being bugged around launch and trying to find all the data was a right pain. I actually like the more themed maps of the campaign. Nice break from the RNG you get from skirmishes. So a more robust Campaign would be nice to see.
As for what they could add;
-New Unit types, Buildings, Zombies, Maps
-New types of maps, not just terrian differences but maybe different themed ones like a forested maze or a series of bridged islands that's easy to defend, hard to expand/low resources.
-A more robust Mayor system(seriously two random ones always irked me and the dice rolls on usefulness is kinda bleh. Yeah, thanks for Command Post Vision upgrade or the Fishing hut upgrade on a map that has NO water)
-Ability to take Campaign Upgrades into Skirmish or perhaps just some sort of progression based upgrade system for Skirmishes. I'm not asking for it to be all the time, just an option. Heck I know plenty of people that would probably do challenge runs 1800% threat, no Upgrades.
That's just a couple ideas I came up with after... what a few days of being back. Though by this point, I'm not sure they're ever gonna make a second game, TaB2 or otherwise.
modding support, the ability to attempt old weekly challenges. co-op multiplayer, larger maps (they are trillions), new story, new troop and building types, save scrumming. a fresh technology tree. a third faction could be interesting. Just some ideas
- better tech tree than simply unlocking new stuff (like stuff to upgrade the stuff you already have
- a new campaign. Yeah some people hated the campaign as it was a good idea with a bad execution. I personally enjoyed it though I did find some parts tedious (notably when you replay the maps).
- roguelite elements: makes the game much much harder than it is currently forcing the players to admit that losing is part of the fun. Every time you finish a game (win or lose) you unlock points that you can then spend to unlock new stuff or improve other stuff. You can even make it infinite scaling by allowing for infinite difficulty scaling (increasing modifiers).
- modifiers for maps: want to play on a map with X more giants but better fishing? Better soldiers but every single zombies are replaced with harpies? Go nuts, it could be fun. You could even make it random with the ability to unlock and choose modifiers.
- Multiplayer? I'm not sold into that one but I could see the benefits of adding weekly cooperative goals for the community to reach and giving stuff to the participants (it could tie up with the roguelite elements aforementioned).
- More maps as other people have mentioned. Especially bigger and longer maps (I'm a sucker for big long games). More map scripts would be good as MerlinCross suggested.
- More variety in units (and more balance, the old ranger to sniper to titans routine is starting to get old). You could have mine layers titants, engineers being able to deploy turrets, mobile tank units with low dmg, units with ammo that do lots of dmg but that needs to fall back to replenish every now and then. Flying units? Expensive but slow. Bring a new type of zombies to counter them.
- More variety in buildings (especially defenses), where are the long range artillery gun emplacements? Castle type buildings that act both as a wall and a turret? Trenches to put soldiers and machine gunners inside? Mine layer turrets? Long range sniper turrets, slow shooting but huge range and vision?
- More variety in zombies: low damage flyer units that can go through walls and certain types of terrains (like woods but not mountains). Screamers attracting zombies. Early harpy-like zombie doggos. Slower and Less damage than a harpy but faster than runners and very squishy.
And that's only the ideas that popped into my head for the past 5 minutes.
Seen something a bit like this in a workshop campaign though i wasn't sure how it worked. I got a message every so often about how scavengers found or didn't find supplies for me but I couldn't work out if it was scripted, randomized, or something I could influence.
I suppose you could do something like that? Event pings; Scavengers. Map lights up a section of the map, more than likely still with zombies. More you clear out before the limit is up, more resources you get.
There's ideas for that but again forget They are Billions 2; is the team even still around? I've seen a lot of dev teams break up/vanish/quietly dissolve after a hit game or two which.. fair enough. Not every game needs a series. I don't think we want to see They are Billions 15, the critical acclaimed MMOTD with a free trial...

tho i believe there's a potential in the market for a focus on the solo missions during the campaign,
i don't feel the need to buy a they are billions 2, the original is all i need.
i wouldn't mind however a new aesthetic with different universe, they nailed the steampunk zombie apocalypse, surely there's space enough for a setting from which they got their inspiration ... the game has obvious similarity to starcraft if you don't get my meaning... starcraft 1 that is.
