Well, I'm pretty sure I'm not an AI, but I guess you never know. I spent a lot of years editing Wikipedia so maybe I've acquired that "voice". I have a YouTube channel too, in case you want to hear what I sound like, but I think an AI would sound more articulate than I do.

To be fair, I'm pretty sure you have to be a bit, let's say, "detail oriented" to enjoy games like this. It's not exactly Mario Party after all. Anyway, I suspect "dash of autism" is your way of saying "highly intelligent", in which case thanks for noticing.
I think OP is looking for some type of tower defense RTS builder where you have to defeat ever increasing oncoming waves of enemies.
As far as fighting off zombie waves goes I've taken a glance at Red Solstice 2: Survivors, but only by checking the youtube videos, no actual gameplay experience. They have mutated human beings (Strol) with some of them being animals as well and a mission design that's more direct, tactical action with a squad going for objectives mission per mission in a greater campaign.
For challenge (again with a squad) vs enemies the X-Com series (with mods) may also be worth a look.
Solely for the actual city building + expansion vs a hostile world there's nothing I can actually point to. Most games don't even grasp the concept that the population could be used for anything else than paying taxes: Providing the military units / manned defenses / workers for economic structures. Warhammer (not 2 and 3) also has some potential for being modded into a survive and expand gameplay but its construction and resource management is simplified and modding this would be a lot of work. They have the Orks, which come in masses, the Tyrannids, also in masses and the Necrons, the most lethal, among the other races. Adding a custom zombie race would also be possible. But that'd be like starting from scratch and having to do everything yourself, including learning how to mod this.
