Could you copy the lines in your ZXLog file after the game got frozen or crashed and before launching it again?
This file usually is in the path Documents/My Games/They are billions.

Have you tried to check the integrity of your file installation? Use right button on the name of the game in your STEAM library, propierties, local files, check the integrity.

Consistently stops at this exact point.
Have reinstalled and no difference.
Uninstalling/reinstalling the SlimDX(?) software that installs with the game has no effect.
Update: Updating my NVIDIA graphics card driver seems to have done the trick.
no overclocking software, ive done the integrity check and reinstalled a number of times on different drives
just a fresh install of windows 10
@distinctmint fixed the problem updating the gpu drivers. Have you tried it?
On the other hand, have you checked if you have any kind of real time scanner from your antivirus that maybe can be blocking the game?

Save option is not an option, so please, could you copy the lines in your ZXLog file after the crash to check if we can see where the problem is.

No, your ZXLog file looks totally normal. Only it's little strange that you got the crash when you were choosing the mayor.
Anyway, with your new OS Windows 10, do you use After Burner or Riva-Tuner Statistics Server or Radeon Software?

no i dont have any of those, i have a nvidia gfx card
Have you check the integrity of your game files? (Right mouse button on the name of the game in your STEAM library, Propierties, Local files, Chek the file integrity)

it might say that in the log but it doesnt appear to be triggered by anything specific as it happens at random times throughout the game
and yes i have verified the game files
