Try verify files again. Twice in a row.
Try to remove configuration and zxlog.txt. And maybe customlevels folder (did you subscribe anything from Steam Workshop?). This is from .\My Documents\My Games\ game folder.
And only then try next launch - directly from Steam Library, cause steam links never can handle steam configuring games properly after installation\verify (and im not sure it is correct to use links at all).
set steam.exe run as admin in exe properties.
Try to Alt+F4-Restart. Exactly in that way, no shutdown or hibernate. Force Windows 10 to restart (optionally you can update Windows during this).
Yes I saw this thread. Solution is reinstalling windows 10 which I did not do yet. Other options did not worked.
Maybe you don't need a reinstallation of Windows but if SlimDX doesn't work properly probably is because something in your OS is not working fine. So you can check if your OS need a clean not necessarily need to be reinstalled.
