Report a translation problem
As i understand, you try new game, and you dont have any saves. Anyway, you can keep them or for 100% - erase them as well, in addition to config files.

First, go to X:\Games\Steam\ (reinstall Steam if path is one-symbol-differ) and check admin run checkbox on Steam.exe. Restart Steam as admin (Windows notice should pop-up)(that also affect partially Windows Defender, it exclude steam and games exe's, but can keep checking entire folders).
Uninstall They Are Billions.
Go to X:\Games\Steam\SteamApps\ or X:\Games\SteamApps\ (reconfigure SteamLibrary-ies folders if they look differ; no Program Files, no non-latin\special symbols!) -> ...\SteamApps\common\They Are Billions
remove that folder.
Go to %USERPROFILE%\Documents\
C:\Users\[UserProfile]\My Documents\My Games\They Are Billions
remove entire this folder.
User folder should be latin-letters and no any symbols!
Go to .\[userProfile]\AppData\Local\VirtualStore\.
That folder should be empty or almost empty normally. And NO ONE, NO ANY ONE game files. Remove They Are Billions files if some there (most likely there is no TAB files there, and it a little bit early to remove else games files, since first it should be copy to right folders).
Go to Steam and install TAB again. Right after downloading do verifying game files. Twice. Steam for that game should say that all files are correct - no downloading.
Do not touch any files\folders in TAB installation folder. Everything should be stay same. Game have build-in check for own game files.

Run They Are Billions. Reconfigure settings. Start completely new game.
Start games directly from Steam Library - do not use steam links since they never properly worked!
Optionally check game settings in Steam library - launch parameters - should (and most likely is is) be empty.

You can put admin run only on Steam.exe. Every games\apps\links (even custom links to non-steam games\apps) and else steam exe's (eg. steamoverlay.exe) will be started as admin automatically.
