FPS on menu screen makes the game non functional.

Windows 10
2080 Super
12 core E5-2690
64GB RAM
970 NVMe 2 GB

I can't seem to change the menu graphics options. The bizarre part is I ran this on a Shadow PC VM, with specs not even half the power of this PC and it worked fine.
